Hey all,
Does anyone know if items that increase cast rate work for all skills, or just
'spells'? What I mean is, I think of cast rate as like a Sorceress casting a
spell like chain lightening or fireball; but does it also refer to 'non-spell'
-like skills such as an Amazon's Strafe or a Barbarians Leap Attack, etc which
are more attack-skills that aren't "cast" like a spell would be?

Wow, are you a glutton for punishment. First a Bolt fan and now you want a
fast-cast Amazon. :)

but seriously OBF, (are you related to the late-great ODB?) faster cast only
affects spells. It will not affect melee attack skills such as Strafe or
Leap Attack. But some of these characters do have cast spells, like the
Amazon's Valkyrie skill. It would effect that. I have made a fastcast
Amazon before and was able to spam Valkyries on a moments notice, until
Blizzard added a timer, that is. Now I can cast it quickly, but I have to
wait for the timer to run down again.

Anex.....UndeadRogueazon, still, quite cool for a while.

As far as I know, Increased casting speed only works on spell skills, not on
anything that isn't a spell.

It works for some skills like barbarian warcries (definitely) or
assassin traps (not sure there, but iirc).

I was under the impression Assassin trap-laying was dependent on Attack
Speed, not Cast Rate....?

Just to add to the confusion... ;)

And to add a little more to the confusion: I'm pretty sure that at some
point lightning and chain lightning were not affected by FCR but instead by
IAS. It's long time ago though (under 1.09 and earlier I believe) so it may
have been changed.

Those skills would be affected by IAS (increased attack speed) instead of
increased cast rate.

Adding to what others have already said, the Paladin's Blessed Hammers
skill is affected by faster cast rate.

There are, in general, four big categories of "skills", ie, those you
can apply skill points onto (note the category names are arbitrary):

a) Attack Skills - only affected by Increased Attack Speed items or
skills (such as Frenzy/BoS/Fanatasism). Eg, All regular attacks, all
Amazon Bow/Xbow/Jav/Spear skills, all Assassin Martial Arts skills as
well as most Trap skills, all Barbarian combat skills, Druid Shaft
shifting skills except form and gender changes, Necro Poison Dagger,
all Paladin Combat skills except Holy Bolt/Blessed Hammer/Fist of
Heavens, sexually related skills for all classes.

b) Spell Skills - affected by Faster Cast Items. Eg. All summoning,
unsummoning, and undressing skills for all classes, Amazon Inner
Sight, Assassin Psy Hammer/Mind Blast, all Barbarian WarCries, Druid
Elemental Skills and form-change skills, all Necro P&B skills except
Poison Dagger, all Necro curses except those casted after RIP, Paladin
Holy Bolt/Blessed Hammer/Fist of Heavens, all sorceress skills except
Masteries. Note, Casting Delays
(http://www.battle.net/diablo2exp/skills/castingdelays.shtml) may
cause some skills to be casted at a certain interval and therefore FCR
will have no effect on them.

c) Auras and Cast-&-Forget Skills - neither FCR nor IAS affects them.
Eg. All Paladin auras, all "armor" skills (until they expire or are
stripped by damage), Paladin Holy Shield (until expired), STD skills.

d) Passive Skills (once learned, they are there. Nothing changes.)
Eg. All Amazon non-summon Passive skills, Assassin non-summon Shadow
skills, Barbarian Masteries, Sorceress Masteries.
