I presently have :
+2 all necro skills
+3 Poison Nova
+2 Summon Resist
Level 2 Zeal (25 charges, never used)

Just got to Act 4 NM, SP. Can I buy or gamble a +3 all necro skills from a vendor ?

No. You can get +3 to a skill tree like +3 poison/bone skills but not
+3 to all skills. There are some uniques that give more skills, if
you get lucky enough to find one.

But you can always get +1-3 points to up to three individual skills in
addition to the +3 to a skill tree or +2 to all skills. This means
that you can buy wands from vendors that give up to +6 to an
individual skill.

There are some uniques that give more skills, if you get lucky
enough to find one.
Specifically, Arm of King Leoric, Boneshade and Death's Web.

But I believe the highest bonus you can get is +9 to bone armor and +8
to bone spear, if you are fortunate enough to find a white or grey
wand with +3 to bone spear and +3 to bone armor, and then use it to
make the runeword White.

Ah, now you got me drooling over a wand like that again.

Just go shopping at Drognan, act2. Got me a clean +3 bone spear wand. which
got 2 sockets at Larzuk.
My hand hurt for about 2 days after because of all the clicking in and out
of town, but that's another story...

My hand hurt for about 2 days after because of all the clicking in
and out of town, but that's another story...
I can feel your pain. I spent a couple of hours getting claws with +3
to traps, +3 to lightning sentry and other goodies from Anya in Hell.
It was made bearable by running LoD in a window and watching a movie
along with shopping. And I traded one of those claws for a Reaper's
Toll this weekend, so it was worth the clicking indeed.

You can get white or gray wands from Akara and Drognan in Normal Difficulty.
IIRC after that, only blue wands are offerred. That Larzuk gave Agin
sockets on his white-color wand.

I'm still looking for a white-color/gray-color wand with +3 spear, +3
Attract/Revive/LowerResist (pick 2 from list) ^_^.

Currently I'm using a 'white' wand with +8 spear and +1 Attract (saved me 3
skill points in this sub-tree) and carry another wand with +3LR on switch in
case I play in a party with sorcs/trappers/etc.

+3 Bone Armor will only grant another 30 absorb which isn't a real biggie if
you already have around 600 abosrb. So it's why I'd rather opt for other
skills on a dream 'white' wand.

I'm not entirely certain, but i think the vendors in Kurast still
offer white/grey items when their inventory gets spawned by characters
below level 20. Definitely the case for Hratli and Asheara, can't
remember Ormus' stock, though. I've never had a <20 character in acts
IV+, so i don't know whether the rule still holds there. BTW, getting
a <20 char to act III is the only way i know of to have a vendor spawn
non-magical long swords (Fara only offers blues).

The Act 1 and 2 Normal vendors will offer whites & greys to all
characters, since the shop ilvl caps in those acts are lower than the
"no more whites & greys" level of 25.

Hralti in Act 3 and Halbu in Act 4 are the two who can sell non-magical
long swords (to sufficiently low level characters)

Hmm, looking at the tables, I'd have guessed that Ormus might be
slightly better than Drognan (as in, offering more wands to choose from
per visit), but that the wand-vendors in Acts 4 and 5 (Jamella and
Malah) look to be inferior.

I haven't shopped them myself, though.
