Today during Mef run he was so kind to drop waterwalks and magic sacred
targe.
Waterwalk are nothing special; sacred targe is magical (so - not for
runewords)but it has 47% enhanced damage, +86 to AR and 13% enhanced
defence. Is it good for anything ?

No. It's crap. See:

Max on it could've been 65% ED and +121 AR. 13%ED is nothing. And since
it's magical, you can do nothing with it.

Also, the ED mod isn't that popular really, people'd rather more like the
Chromatic mod with 45 res-all on a plain one.

It could've been worth a lot of it'd been a Jewellers Sacred Targe of
Deflecting though. Even without the built-in Paladin shield mods that's a
useful mod on any about any magical shield.

So if you ever find a Jewellers <shield> of Deflecting with 4 sockets....
Sell it for loads of other stuff.

It's all on the Arreat Summit you know...?

The 'of Deflecting' suffix is something like 30% increased Block rate +
20% increased chance of blocking. (Don't pin me on the exact numbers, look
it up at the Arreat Summit if you want to know exactly.).

The 'Jewellers' prefix adds 4 sockets to items that support those, or the
maximum available on items with less. So a Jewellers Tiara gets 3 sockets.
A Jewellers Monarch gets 4 sockets.

People use these types of shields on PvP characters and fill them with 4 x
40%ED/15%IAS jewels.

Magic or plain? Plain socketed Diadems are not worth much I think. What
happens when you try to Imbue it at Charsi? Does the game allow you to put
a socketed Diadem in the Imbue-window? If you can't Imbue it, I'd toss it.
A Delirium, as indicated by Brian, would be about the only option, if you
like the 'hat-less' style of a Diadem for one.

If it's magic, it's perhaps even more worthless; it needs a (nice)
secondary mod to become valuable. You could consider rerolling it; I know
of people who reroll Hell Baal found magic Monarchs using the 3 pgems cube
recipe, hoping for that illusive Jewellers Monarch of Deflecting. With a
Diadem, you could hope for a Jewellers/Artisan's Diadem of the Whale or
one of the faster-run mods. If it spawns with the best faster-run mods,
and 3 sockets, you have something worth about 10-30 HR's in your hands...

Oath, but I've tried advertising it with games a few times and no-one

space so I don't know what to do with it.

Any plain Diadem I find is used for the Imbue quest, after which I store
the result on a mule, as reroll fodder for the 6 PSkulls + rare item
recipe...

No problem. I've just checked my shields mule, and I have one 0/4 sockets
Sacred Targe with 27 res-all. And I have a Superior Sacred Targe with
11%ED (176def total), and 44-resall with 3 open sockets (I've considered
making something like Sanctuary (Ko Ko Mal) in it).

If you can give me the precise stats of your ethereal 4 sox Scourge, I
could check in the forums I frequent for people interested in it...

I would have my pally carry it around for snowboarding down the frozen
tundra after I scorch the place.

But I'd get me map that had the WP at the top and then I'd open a TP at
the bootm after snowboarding down and return thru the waypoint so he
would not have to walk back up.

I know I know. Not too many minions of Diablo going to get killed by a
pally taking time off to snowboard down the Tundra.

Yup, also, the Paladin-specific mod doesn't change anything to the level
requirements of such a shield. I.e., you can get the Chromatic prefix with
45 res-all, or the Knight's prefix with 65%ED/121AR and still have a
normal Targe with a level requirement of 3.

However, the OP found a magical (blue) shield...
